Did you know that C-PACE is now possible in Pennsylvania? And what is C-PACE?

John Costlow, President of the Sustainable Energy Fund, will present on C-PACE (Commercial Property Assessed Clean Energy Financing). This session will explain the basics of C-PACE, energy and water survey, and post-construction monitoring.

C-PACE is new in Pennsylvania and is an innovative financial tool for property owners to obtain low-cost, long-term financing for energy efficiency, renewable energy, and water conservation projects. C-PACE can provide up to 100% funding of total project costs by placing a special voluntary assessment on the property that repays the costs of the upgrades.

Pennsylvania C-PACE was signed into law by Governor Wolf in the summer of 2018 to help commercial, industrial, and agricultural properties in the commonwealth become more energy and water efficient. The statute, Act 30 of 2018, authorizes Pennsylvania counties and municipalities with community or economic development departments to pass a local resolution and adopt guidelines for C-PACE.

Speaker Bio

John Costlow, CRM, CSDP, REP, PCF, CPHC is President & CEO of Sustainable Energy Fund. As President Mr. Costlow provides vision, leadership and overall management of the Sustainable Energy Fund. Sustainable Energy Fund is a nonprofit organization that assists energy users in overcoming educational, financial and regulatory barriers to a sustainable energy future. SEF finances a variety of energy efficiency and renewable energy projects through commercial loans, energy savings agreements and power purchase agreement. Prior to joining SEF, Mr. Costlow served in management capacities throughout the energy industry including Manager of Marketing and Energy Conservation for Florida Public Utilities and Vice President of Energy Control Companies. Mr. Costlow is a veteran of the US Navy where he served as a submarine nuclear reactor operator. Mr. Costlow has a Bachelor of Science degree in Organizational Management from Palm Beach Atlantic University and is a graduate of Naval Nuclear Power School. He is a certified Performance Contracting and Funding Professional, Certified Sustainable Development Professional, Certified Carbon Reduction Manager, Certified Renewable Energy Professional and Certified Passive House Consultant. Mr. Costlow has served as President of the Lehigh Valley Chapter of the Association of Energy Engineers and as Chair for Mid Atlantic Bio Energy Council.
